IMPLEMENTASI PENYEDIAAN BARANG PRODUKSI LOKAL SETEMPAT BERDASARKAN PERATURAN DAERAH KOTA PEKANBARU NOMOR 09 TAHUN 2014 TENTANG PENGELOLAAN PASAR RAKYAT PUSAT PERBELANJAAN DAN TOKO SWALAYAN DI KOTA PEKANBARU

Penelitian ini bertujuan untuk mengetahui implementasi penyediaan barang produksi lokal setempat berdasarkan Peraturan Daerah Kota Pekanbaru Nomor 9 Tahun 2014 tentang Pengelolaan Pasar Rakyat, Pusat Perbelanjaan, dan Toko Swalayan, khususnya di toko swalayan Indomaret di Kecamatan Sail Kota Pekanbaru. Selain itu, penelitian ini juga bertujuan untuk mengidentifikasi faktor-faktor penghambat serta upaya yang dilakukan oleh pemerintah daerah dalam mengatasi hambatan tersebut. Metode penelitian yang digunakan adalah penelitian hukum sosiologis dengan pendekatan lapangan. Data diperoleh melalui wawancara, observasi, dan studi kepustakaan yang kemudian dianalisis secara deskriptif kualitatif untuk menggambarkan kondisi faktual implementasi peraturan daerah di lapangan. Hasil penelitian menunjukkan bahwa implementasi ketentuan penyediaan produk lokal setempat belum berjalan secara optimal. Hal ini terlihat dari belum terpenuhinya kewajiban penyediaan minimal 20% produk lokal sebagaimana diatur dalam Pasal 40 ayat (2) Peraturan Daerah Kota Pekanbaru Nomor 9 Tahun 2014. Berdasarkan temuan di lapangan, produk lokal yang tersedia di toko swalayan Indomaret masih sangat terbatas dan hanya mencakup beberapa jenis produk, sehingga belum memenuhi ketentuan yang berlaku. Hambatan utama meliputi rendahnya kesadaran pelaku usaha, keterbatasan pasokan produk lokal, serta kurang optimalnya pengawasan dan koordinasi antara pemerintah daerah dan pelaku usaha.
This research aims to determine the implementation of the provision of locally produced goods based on Pekanbaru City Regional Regulation Number 9 of 2014 concerning Management of People's Markets, Shopping Centers and Supermarkets, especially at the Indomaret supermarket in Sail District, Pekanbaru City. Apart from that, this research also aims to identify inhibiting factors and the efforts made by local governments to overcome these obstacles. The research method used is sociological legal research with a field approach. Data was obtained through interviews, observations and literature studies which were then analyzed descriptively qualitatively to describe the factual conditions of implementation of regional regulations in the field. The results of the research show that the implementation of provisions for the provision of local products has not run optimally. This can be seen from the non-fulfillment of the obligation to provide a minimum of 20% local products as regulated in Article 40 paragraph (2) of Pekanbaru City Regional Regulation Number 9 of 2014. Based on findings in the field, local products available in Indomaret supermarkets are still very limited and only cover a few types of products, so they do not meet the applicable regulations. The main obstacles include low awareness of business actors, limited supply of local products, and less than optimal supervision and coordination between local governments and business actors.
