KINERJA UNIT LALU LINTAS KEPOLISIAN SEKTOR MANDAU DALAM PENEGAKAN HUKUM TERHADAP BALAPAN TANPA IZIN

Abstrak

Fenomena balapan tanpa izin atau balap liar semakin marak terjadi di wilayah hukum Kepolisian Sektor Mandau, khususnya pada malam hingga dini hari. Kegiatan ini tidak hanya melanggar hukum tetapi juga menimbulkan keresahan masyarakat dan mengganggu ketertiban umum. Meskipun aparat kepolisian telah melakukan penindakan, kasus serupa tetap berulang dan menandakan lemahnya efektivitas penegakan hukum. Penelitian ini bertujuan untuk menganalisis kinerja unit lalu lintas Kepolisian Sektor Mandau dalam menegakkan hukum terhadap pelaku balapan tanpa izin, unit lalu lintas Kepolisian Sektor mandau dalam melakukan pencegahan dan pemberantasan balapan tanpa izin, serta mengidentifikasi aspek-aspek yang perlu diperbaiki untuk meningkatkan efektivitas penegakan hukum. Metode yang digunakan adalah pendekatan yuridis empiris atau penelitian hukum sosiologis. Data diperoleh melalui wawancara dengan pihak kepolisian dan pelaku balap liar, serta penyebaran kuesioner kepada masyarakat di sekitar lokasi balapan tanpa izin. Penelitian ini menggunakan teknik analisis kualitatif deskriptif untuk mengolah dan menyajikan data. Hasil penelitian menunjukkan bahwa penegakan hukum oleh unit lalu lintas Polsek Mandau masih belum optimal. Penegakan hukum secara preventif dan represif telah dilakukan, namun tidak memberikan efek jera yang signifikan. Hambatan utama berasal dari keterbatasan personel, sarana prasarana, serta rendahnya kepercayaan dan partisipasi masyarakat. Oleh karena itu, diperlukan peningkatan kualitas dan kuantitas sumber daya kepolisian serta peran aktif masyarakat dalam mendukung terciptanya lalu lintas yang tertib dan aman.

The phenomenon of unlicensed racing or illegal racing is increasingly prevalent in the jurisdiction of the Mandau Sector Police, especially at night until the early morning. This activity is not only unlawful but also causes public unrest and disturbs public order. Although the police have taken action, similar cases remain recurring and indicate the weak effectiveness of law enforcement. This study aims to analyze the performance of the traffic unit of the Mandau Sector Police in enforcing the law against unlicensed racing perpetrators, the traffic unit of the Mandau Sector Police in preventing and eradicating unlicensed racing, and identifying aspects that need to be improved to increase the effectiveness of law enforcement. The method used is an empirical juridical approach or sociological legal research. Data was obtained through interviews with the police and illegal racers, as well as the distribution of questionnaires to the community around the race location without permission. This study uses descriptive qualitative analysis techniques to process and present data. The results of the study show that law enforcement by the Mandau Police traffic unit is still not optimal. Preventive and repressive law enforcement has been carried out, but it has not provided a significant deterrent effect. The main obstacles come from limited personnel, infrastructure, and low trust and community participation. Therefore, it is necessary to improve the quality and quantity of police resources as well as the active role of the community in supporting the creation of orderly and safe traffic.
