Coercive measures carried out by police officers are an important instrument in maintaining security and public order. However, there is often misuse of coercive measures that exceed the limits of authority, causing conflict and human rights violations. The problem in this research is how to use coercive measures by police officers who exceed the limits of authority and what is the criminal responsibility for the use of coercive measures by police officers who exceed the limits of authority. The research method uses a normative juridical approach and an empirical juridical approach. The data collection method is literature study and field study, and the data analysis used is qualitative data analysis. The research results show that the use of coercive measures by police officers that exceeded the limits of their authority in the context of investigating criminal acts in the Agus Budiarto case was suspected of experiencing violence which resulted in death during the investigation process. Criminal liability for the use of coercive measures by police officers that exceed the limits of their authority is punished in accordance with the Criminal Code. The police involved could be charged under Article 170 or Article 351 of the Criminal Code depending on the results of the investigation and could potentially be fired or subject to dishonorable discharge (PTDH).
