Abstract: The problem was motivated by the entry of Russian military aircraft into Turkish territory when Russia carried out anti-terrorism operations in Syria, which borders Turkey. The Sukhoi Su-24 military aircraft owned by the Russian Air Force (AU) is a type of state aircraft that also functions as a military aircraft. Russia's involvement in the Syrian conflict allows these military aircraft to operate in Syrian airspace. In November 2015, Russian warplanes had an incident where they were shot down by Turkey, which was not without reason. The Russian warplanes had violated Turkish airspace, so in accordance with the laws in force in Turkey, they were shot down. To resolve the shooting incident, Türkiye directly apologized to Russia. Russia responded positively to Turkey's apology and gradually lifted the sanctions imposed on Turkey. This action begins with lifting the travel ban for Russian residents wishing to visit Turkey, as well as allowing Russian package tour companies to reopen travel routes to Turkey.
