KEPATUHAN PROSEDURAL DIVISI TEKNIS KPU SUMUT IMPLEMENTASI SISTEM PROPORSIONAL TERBUKA PEMILU 2024

Abstrak

Penelitian ini menganalisis sistem pemilihan umum di Indonesia, dengan fokus pada pengalaman Pemilu dan Pemilihan 2024 di Provinsi Sumatera Utara. Metode penelitian menggunakan kualitatif dengan analisis deskriptif, berdasarkan pengalaman Komisi Pemilihan Umum (KPU) Provinsi Sumatera Utara dalam melaksanakan seluruh tahapan pemilu. Sistem proposional terbuka, yang diamanatkan oleh UU No. 7 Tahun 2017, memberikan pemilih hak untuk memilih langsung calon anggota legislatif (caleg). Analisis menunjukan bahwa meskipun sistem ini mendorong kompetisi antar kandidat dan meningkatkan kedekatan pemilih dengan caleg, implementasinya menghadapi tantangan prosedural dan teknis. Fokus utama penelitian ini adalah kepatuhan prosedural Divisi Teknis KPU Provinsi Sumatera Utara dalam mengelola tahapan krusial, seperti verifikasi berkas, distribusi logistik, dan rekapitulasi suara, termasuk penggunaan Sistem Informasi Rekapitulasi (Sirekap). Hasilnya mengindikasi bahwa meski KPU telah berupaya patuh pada regulasi, tantangan seperti akuntabilitas data Sirekap dan peningkatan kapasitas SDM dalam menghadapi kompleksitas aturan masih menjadi kendala signifikan yang berpotensi memngaruhi integritas dan kepercayaan publik terhadap hasil Pemilu.

This study analyzes the general election system in Indonesia, focusing on the experience of the 2024 elections in North Sumatra Province. The research method used is qualitative with descriptive analysis, based on the experience of the North Sumatra Provincial General Election Commission (KPU) in implementing all stages of the election. The open proportional system, mandated by Law No. 7 of 2017, gives voters the right to directly elect legislative candidates (caleg). The analysis shows that although this system encourages competition between candidates and increases voter proximity to caleg, its implementation faces procedural and technical challenges. The main focus of this study is the procedural compliance of the North Sumatera Provincial KPU Technical Division in managing crucial stages, such as file verification, logistics distribution, and vote recapitulation, including the use of the Recapitulation Information System (Sirekap). The results indicate that although the KPU has made efforts to comply with regulations, challenges such as Sirekap data accountability and increasing human resource capacity in dealing with the complexity of regulations remain significant obstacles that could potentially affect the integrity and public trust in the election results.
